Leave Processing 

1. Read Section 123 “Leave and Liberty” in the NPS Student Handbook.

2. If traveling OCONUS, visit the Security Manager’s website to view all international travel requirements and instructions for reporting intended international travel.  In addition, complete all ATFP, security and country clearance requirements prior to submitting a leave request.  Any leave request without completion of all requirements will be recycled back to the member.

3. Completely fill out the NPS Army Student Leave Memorandum and submit to your Program Officer for review and signature.

4. After Program Officer has signed, attach the memorandum to your IPPS-A request and route through U.S. Army Student Detachment.

5. Once leave approval is received, submit a Request to Miss Muster (password required). 

You are not authorized to miss class for ordinary leave or pass. Special exceptions must be coordinated with instructors, Program Officers (PO), AFELM/CC (final leave authority), and the DOS (final authority to miss class). No pass or ordinary leave will be approved if your Individual Medical Readiness (IMR) is not up-to-date.

Pass:

You are authorized a pass during weekends within the United States if you don’t have "use or lose" leave (or will have "use or lose" at end of the FY). There is no mileage limitation but encourage you to use good ORM and not drive more than 8 hours a day. You must submit your general itinerary, lodging plan and contact info via e-mail to;

1) your PO and receive email approval (if requesting Friday); and/or

2) send the PO approval email to the AFELM CC (final approver).

You must receive acknowledgement of receipt & approval prior to departure. Also include if you’re going to participate in any high-risk activities or wander "off the grid" (where cell coverage or internet is not reliable). If you do not return in time for duty while on a pass, the entire period you were away from the local area will be charged as leave.

I do not have use-or-lose. I will not participate in any HRA. I plan to stay in cellular coverage. I do not have class on Friday (if requesting pass during week day) and my program officer has cleared my pass request—email approvals below. I will request Miss Muster upon final approval of my pass (as required). Please deny my pass (delete).

Leave:

Leave is required for leaving local area during "duty days" (i.e. Monday-Friday) and international travel. If traveling internationally, you will go to Security Manager’s office in the basement of Glasgow and report your intended travel itinerary. In addition, you will comply with all requirements outlined in the Foreign Clearance Guide (https://www.fcg.pentagon.mil/) for your destination(s). Requirements must be complete before leave is approved. In conjunction with requesting leave through LeaveWeb, you must submit your general itinerary, lodging plan and contact info via e-mail to; 1) your PO and receive email approval (if missing class, Instructor approval email is also required); and 2) send the PO (and Instructor) approval email(s) to the AFELM CC (final approver). Similar to pass, send an email with the details of your leave in the format below:

Miss Muster Request (REQUIRED):

Once your pass or leave has been approved, submit a Request to Miss Muster (password required).

NOTE: Commander, NPS AFELM is the leave approval authority for Air Force Students at Naval Postgraduate School (Pri: Lt Col Duc Ho; Backup: Col Shawn McCamish). Update your approval chain (AETC -> Goodfellow -> HC -> DET ME02 AFIT) in Leaveweb accordingly to avoid approval delays.

Per the NPS Student Handbook, the liberty limits for M-F remain the surrounding counties (counties are named in the handbook) but basically no further south than Big Sur and no further north than San Francisco.

 

Liberty limits for weekends and holidays is CONUS, HI, Alaska, Canada (still have to do APACs for out of US travel)

 

The Deputy Senior Marine Rep (DepSMR) asks that if Marines are going outside of CA on the weekend that they submit an Out of Bounds as a courtesy to the DepSMR to assist with accountability and in the event their travel gets delayed, the office is in a better position to assist.  If Marines are not missing a muster day, they do not have to get approval from their PO in this case since they are only going on Liberty days. 

 

If Marines depart on a M-F that are not part of a holiday/required muster days, The DepSMR ask for special lib with approval from their PO first.  Again, if they go outside CA, the DepSMR asks for a Special Lib out of bounds request.

Standard process to request Leave/Special Liberty/PTAD for Marines:

Step 1 Coordinate with the professors and Program Officer (PO).

Step 2 Initiate leave/special liberty/PTAD request and upload PO approval of the plan into your MOL request.

Step 3 Once MOL submission with PO approval email uploaded, submit miss muster request via student muster portal.

Step 4 Check yourself out and in from leave at appropriate days/times on MOL.

You engage the PO twice. Once with the 5Ws then through the automated miss muster request via the portal.

NOTE: Your leave is not approved until the Miss Muster Request is approved. The Dean of Students does not use NSIPS to monitor leave requests, so all pertinent information regarding your leave should be put in your Miss Muster Request if you are going to miss classes.

3. Go to NSIPS online portal using your CAC and submit a leave request. 

4. Complete all the appropriate blocks.   Program Officer’s name should be listed automatically in NSIPS as the Recommender.  If the Program Officer is NOT automatically listed, contact Student Services for corrective action.  If missing classes, all instructors must approve and Dean of Students must approve.  Instructor approval of missed classes should be done via email and forwarded to the Program Officer. 

For Dean of Students approval (required if missing classes), follow the instructions below but pay particular attention to the last bullet.

5. Fill out the miss muster request.

  • This form routes a request for leave or liberty to your Program Officer, the Dean of Students, and the Student Services Officer. It replaces the legacy method of obtaining email approval for a request under COVID-19 restrictions. 
  • Approval of the request automatically generates an approved request to miss muster (if the instructions below are followed) and should eliminate the need to submit a separate miss muster form for the same dates.
  • For leave requests, students must still submit a request in NSIPS for leave balance accounting. Program Officers will ensure the dates of the NSIPS request match the dates requested via NPSFlowAdmin and recommend the NSIPS request to the Student Services Officer for approval.
  • Liberty requests do not require further action. Approval of the NPSFlowAdmin form is approval of a liberty request.
  • If you will not miss class include the following in the comments box
    • “I will not miss any classes and my Program Officer approves” 
  • If you WILL miss class include the following in the comments box
    • “Program Officer and Professors/Instructors have approved missing class for leave” 
    • Include why you are requesting leave

6. Considerations when filling out and routing the form:

  • Provide any justifying comments in the comments field provided at the bottom of the form.
  • Select your Program Officer from the available list before routing for approval.
  • The student will receive an email that the request has been submitted and another when final approval is received.
  • Final approval generates a pdf report with a request summary for record keeping.
  • The request is routed by both email and NPSFlowAdmin via MSTeams.
  • There is a reassignment option in the lower left corner of the form in MSTeams.
  • For Program Officer recording keeping, a list of approvals is maintained in MSTeams and a record exists in email.

Approved Leave is REQUIRED anytime you depart the local area as defined in NSAMINST 4500.1A: The counties of Santa Clara, Santa Cruz, San Benito, and that portion of Monterey County extending down to the southern extremity of the city limits of suburbs of King City, California.  Leave requests are needed for weekday/weekend trips as well as trips taken during the academic breaks. 


1. If you are missing classes, please contact your professors and obtain written permission prior to beginning your leave request. 

 

2. If you are missing three or more academic days (any Monday through Friday, whether you have class on that day or not), you will need written Embassy authorization in addition to professors’ permission.

3. If you are leaving the USA, you will need written Embassy authorization acknowledging the dates and destination of travel prior to beginning your leave request.

4. Leave requests will be automatically routed to your country senior officer and your program officer prior to arriving in the IGPO for final approval.   An email will be sent to you upon IGPO approval, and a miss muster request will be filed on your behalf.
