The NSA Monterey Emergency Management team, in collaboration with our civilian community emergency response partners, is dedicated to providing timely and pertinent disaster preparedness planning, information, training and incident response coordination to NSA Monterey and tenant commands that supports survival and mission continuity during emergencies, disasters or other catastrophic events.

•Make a Plan:
 
–Make a family communications plan and know what your family should do and where they should go in the event of a disaster.  Everyone in the family should have important numbers readily available.  Children should know who to call in the event that the parents or adults are incapacitated.  Don’t rely on electricity or cellular services to be available.  Have back up plans and have numbers printed and in a common area of the home, work, and car.

–Every family should have an emergency kit available at home, work, and in the car, that includes basic survival supplies to last at least 3 days but 7 days is recommended.  Don’t forget to plan for your pets preparedness the same as you would for you and your family.

Force Protection

Welcome to the NSA- Monterey Police Department home page, a full-service Law Enforcement Agency responsible for providing police services to the Naval Support Activity Detachment Community and its tenant commands. The NSA Monterey Police Department's area of responsibility encompasses five geographically distinct areas totaling over 500 acres in the Monterey area.

Gates hours and operations are subject to change at any time due to Force Protection needs.

IMPORTANT PARKING INFORMATION
What do you do if you get a traffic/parking citation?
Individuals who are cited for traffic and parking violations at local federal properties generally have three options. They may: 1) Pay the fine in full before their court date, 2) appear in court, or 3) contact the Special Assistant United States Attorney (SAUSA) to protest the ticket or indicate intent to plead no contest in advance of the court date. Note, some citations require court appearance; the citation will indicate whether this is the case. Individuals who fail to take action on a ticket will be unable to register vehicles or renew licenses. Individuals may also lose their driving privileges on Monterey Peninsula Military Bases.

Payment: All payments must be made to the Central Violations Bureau in accordance with the instructions on the citation and on the CVB website: http://www.cvb.uscourts.gov/ CVB must be receive payment within two weeks after issuance of the citation or CVB will send a Notice to Appear with a court date to the defendant.

Protests and No Contest: If you wish to discuss your citation with the SAUSA prior to the court date, you may do so by contacting the POC listed below. You may indicate you intent not to contest the ticket, in which case the SAUSA has the authority to request a reduced fine. You may also discuss why you believe the citation should not have been issued in the first place.

Insurance or registration citation: For citations issued for failure to provide proof of insurance or for not having a valid registration. You MUST provide:
1. Written proof the insured had insurance of their vehicle was registered on the date he/she was cited,
AND
2. Written proof there has been no lapse in coverage or registration since the citation was issued.
POC: The point of contact for protest is Ms. Valeria Watkins, SAUSA paralegal, at (831) 242?7321 or valeria.a.watkins.civ@mail.mil. Protest may be mailed to the SAUSA at: DLIFLC, 1336 Plummer Street, Building 275, Monterey, CA 93944 or faxed to (831)242?6392.

Please do not show up at Bldg 275 without a scheduled appointment. When you submit a protest, you are asking the prosecutor (the SAUSA) to consider reducing or dismissing your citation. Simply submitting a protest does not clear a citation, and it does not excuse you from your scheduled court appearance. Unless you receive notice from the SAUSA that your citation was reduced or dismissed, you must appear in court or pay in full.
Court: If the defendant chooses to appear in court, or has received a notice to appear in court, infraction hearings are held in the United States Bankruptcy court in Salinas. Court is generally held on the first Monday of every month. The Bankruptcy Court is located at 1000 S. Main Street in Salinas, California.

NOTE: ALL VISITORS (GUESTS, VENDORS, ETC.) REQUESTING UNESCORTED ACCESS MUST BE VETTED PRIOR TO BEING GRANTED ENTRY ONTO THE INSTALLATION. SOCIAL SECURITY NUMBER AND DATE OF BIRTH ARE REQUIRED.

 

Gate Access Procedures:

  1. Sponsor has guest fill out and return SECNAV form. Personally Identifiable Information MUST be secured, if transmitted electronically. Encryption (via nps.edu network) or AMRDEC SAFE can be used.
  2. Sponsor completes NSAM Gate Access form.
  3. Sponsor sends SECNAV form and NASM Gate Access form encrypted to gateaccess@nps.edu (or @nps.navy.mil).
  4. Gate Access will notify that your request has been received and is being processed. Recommend sponsor check back in three (3) business days for status.
  5. NOTE: If guests have already been vetted, just fill out and submit the NSAM Gate Access form. Only the last four digits SSN# required for verification.

The most reliable method to ensure the guest(s) is (are) granted access to the installation is to escort them on personally. Regardless of access type, sponsors are completely responsible for the actions of their guest(s) at all times.

The RLSO SW BROFF/NPS Staff Judge Advocate office is composed of one Staff Judge Advocate, one civilian paralegal, and a Legalman. The office provides legal advice on military related legal issues, including command investigations, military justice issues, and administrative law matters.  The Staff Judge Advocate is also an Ethics Counselor for NPS and in this role provides ethics advise on matters such as acceptance of gifts to the Navy, relations with non-federal entities, outside employment, and conflicts of interest for military personnel.  

In addition to the above, the following limited legal services are available for active duty, reservists, retirees, and family members with military identification:

Notary Services / Powers of Attorney: Tuesday and Thursday – 1300-1500 or by appointment.

Real Estate Documents: Call to determine availability.

Wills: Not available in the NPS Staff Judge Advocate office.  Call DLIFLC Staff Judge Advocate for an appointment at (831) 242-5083.
