The Expeditionary Organic Tactical Airborne Intelligence, Surveillance and Reconnaissance (AISR) Capability Set (EOTACS) will be inviting organizations to participate in JIFX events for system evaluations.  EOTACS are a family of organic tactical UAS systems.  The program is specifically interested in unique mission kits, mission payloads, air vehicle enhancements, and modifications on UAS and related ground control stations.

Applicants invited to attend JIFX for an EOTACS evaluation should submit their information at the link below. Please include all information in the web fields, attached documents will not be considered.

Do not submit experiment proposals with requests for funding. Your submission will be treated as information only; it will not be treated as a proposal for funding.

2. Flight Documents: 

Operating an Unmanned Aerial System (UAS) at an NPS Field Experimentation (FX) event requires extensive paperwork. If you intend to fly any aircraft at JIFX (including “RC,” “Hobby,” “Quad Rotor”,  “Drones,” etc.), you must carefully read the following instructions and complete the required documents prior to the event’s “required flight forms due” date listed under Important Dates.

You may download all of the following 6 documents as a single compressed file. Please carefully read the special instructions below before completing and submitting documents.

  1. DD 2400: Certificate of Insurance

  2. DD 2401: Landing Permit (Must be signed and submtted using BLUE ink)

  3. DD 2402: Hold Harmless Agreement (Must be signed and submitted using BLUE ink)

  4. DD Form 2977: Deliberate Risk Assessment Worksheet ("Overall Residual Risk Level" (block 10) must reflect the highest level indicated in the "Residual Risk Level" column (block 9))

  5. UAS RCC Questionnaire

  6. Certificates of Liability Insurance (The link is an example of a certificate of liability insurance.  Usually these documents are furnished by your insurance company.  We require one certificate listing the Naval Postgraduate School and one listing the California Army National Guard as the certificate holder.  They both must indicate at least $1,000,000 in liability coverage)

3. Frequency Information
 
NPS FX experiments must comply with U.S. Army, U.S. Navy, and Federal Communications Commission (FCC) rules and regulations for radio frequency (RF) emissions.  Active frequency management and monitoring is conducted during all NPS FX events, and any experiment not in compliance must be stopped immediately.
 
 
 
 

Register to Attend

 

Every individual who will physically attend the event must register in order to be granted gate access and receive the necessary badging. Registrants from state, local, and federal government agencies are guaranteed acceptance. Non-government individuals not affiliated with an experiment proposal may register, however acceptance is not guaranteed.

The EOTACS evaluations at JIFX consist of four assessments:

1. Cyber - The cyber assessment is conducted by the Joint Vulnerability Assessment Branch (JVAB) and consists of assessments of the overall UAS, data exfiltration, RF/cyber, onboard data storage, and forensics.  

2. Acoustic - The acoustic assessments are conducted by an NPS researcher and consist of a wave file generated for each platform which is later analyzed for time series, spectrogram, and frequency spectrum. 

3. Ground - The ground assessments verify the manufacturer's UAS specific dimensions and logistic information.

4. Flight - The flight performance assessments consist of vehicle performance assessments and are primarily focused on range testing. 

 

Generally, the ground and cyber assessments are completed first followed by the acoustic and flight tests.  The data is all collected by an evaluation team from NPS.
