Courses Overview

Since 1965, the Defense Resources Management Institute (DRMI) has responded to the needs of the Department of Defense (DoD), teaching principles, concepts, and applications of defense resources management to U.S. and partner nation participants in financial and resources management, and other defense specialties. 

The DRMI offers nine courses in-residence at its facilities on the grounds of the Naval Postgraduate School in Monterey, California. The nine courses offered are:

 

Defense Resources Management Course (DRMC)

4 weeks  (MASL P162002 resident / E-IMET certified)

Provides an overview of the long-term implications of today’s decisions, teaching participants to recognize and evaluate competing alternatives at both the strategic and operational levels of defense organizations. Faculty integrate concepts, principles, and techniques drawn from the disciplines of management, economics, and quantitative methods to teach participants to analyze tradeoffs among alternatives in terms of their costs, effectiveness, availability, and risks.

  • Who Should Attend: U.S. and partner nation military officers (active duty or reserve) of grades O-3 through O-6; warrant officers of grades WO1 through CW5; senior enlisted military personnel (E-7 through E-9, or equivalent) with a bachelor’s degree; civilian defense officials of grades GS-09 through GS-15, or equivalent; individuals participating in accelerated career development programs; and partner nation officials of similar rank or grade.

  • Continuing Professional Education: 119 CPE hours
  • U.S. participants may take this course in two, 2-week modules: the first half (weeks 1-2) followed by the second half (weeks 3-4), as long as it is within 2 years from completion of the first half.

The DRMC has been evaluated by the Commission on Educational Credit of the American Council on Education. Credit recommendations are published in the "Guide to the Evaluation of Educational Experience in the Armed Forces."

For those ASMC members interested in obtaining or maintaining Certified Defense Financial Manager (CDFM) status, DRMC faculty teach in the following CDFM exam areas: Government Resource Management Environment; Defense Resource Management Environment; Planning, Programming and Budgeting; and Cost and Economic Analysis. A few of the other topics are indirectly covered in the course.

 

International Defense Management Course (IDMC) 

10 weeks  (MASL P162003 resident / E-IMET certified)

Provides an in-depth examination of the long-term implications of today’s resources management decisions, teaching participants to recognize and evaluate competing alternatives at both the strategic and operational levels of defense organizations. Faculty integrate concepts, principles, and techniques drawn from the disciplines of management, economics, and quantitative methods to teach participants to analyze tradeoffs among alternatives in terms of their costs, effectiveness, availability, and risks. Participants learn to define and evaluate the relationship among national security objectives, defense strategies, program alternatives/capabilities, and budget resource requirements.

Senior International Defense Management Course (SIDMC) 

4 weeks  (MASL P162004 resident / E-IMET certified)

This executive education program brings together flag and general rank military officers and equivalent senior civilian officials from around the world to address contemporary security challenges and resources management issues. Participants develop skills and insights that enhance strategic-level decision making and refine their ability to define and evaluate the relationship among national security objectives, defense strategies, program alternatives/capabilities, and budget resource requirements.

Human Capital Resources Management Course (HCRM)

2 weeks  (MASL P162018 resident / E-IMET certified)

Participants develop an understanding of the unique role that manpower plays in defense resources management and learn how to use analytical models, derive a force structure, and design personnel policies from recruitment through retirement to achieve strategic objectives.

Introduction to Budgeting Concepts Course (IBC)

2 weeks  (MASL P156600 resident / E-IMET certified)

Participants develop an understanding of public budgeting best practices, how the execution phase of a resources management system should link to strategic plans, and actions and outputs required to successfully formulate, execute, and evaluate budgets.

Performance Management and Budgeting Course

2 weeks  (MASL P162014 resident / E-IMET certified)

Participants develop a foundation for performance management and performance budgeting by constructing top-level goals and performance targets, working to develop performance hierarchies with measurable performance indicators, and learning about differences in supporting budgeting and accounting systems, and their roles in driving performance-based outcomes.

Multiple Criteria Decision Making Course 

2 weeks  (MASL P162012 resident / E-IMET certified)

Participants develop a quantitative approach to support decision making by managers in defense organizations with a focus on decisions involving many organizational objectives.

Risk Management Course

2 weeks  (MASL P162000 resident / E-IMET certified)

Participants learn to define risk, acquire skills to assess risk, develop an understanding of basic risk management techniques, and apply risk assessment and management in several areas of defense resources management.

Data Analytics for Financial and Resources Management Course

2 weeks  (MASL P159002 resident / E-IMET certified)

Participants evaluate models and data to answer a variety of defense resources management questions, understand how models are used to predict outcomes, and become better communicators of the results of analysis to decision makers.

  • Next Scheduled: 18-29 Mar 2024; 17-28 Mar 2025
  • Who Should Attend: U.S. and partner nation military officers (active duty or reserve) of grades O-3 through O-6; warrant officers of grades WO1 through CW5; senior enlisted military personnel (E-7 through E-9, or equivalent) with a bachelor’s degree; civilian defense officials of grades GS-09 through GS-15, or equivalent; individuals participating in accelerated career development programs; and partner nation officials of similar rank or grade who are managers working in any financial or resources management field. Examples include individuals who are engaged in the analysis of questions of interest in financial management, cost estimation, medium-term expenditure planning (what we call a Planning, Programming, Budgeting Execution System or PPBES in the U.S.), and human resources/manpower planning.
