Supporting Defense Institution Building Efforts in Colombia
CCMR/DGMT supported a Deputy Assistant Secretary of Defense for Western Hemisphere Affairs (DASD WHA) sponsored “Colombia Defense Institution Building Stakeholder Meeting” from 23-24 Jan 2019. The intent of the meeting was to identify opportunities and set policy priorities for ICB within U.S. security cooperation goals and the context of Colombia’s shifting security environment under new political leadership.
In addition to DASD De La Peña and members of his staff, the workshop included the U.S. Senior Defense Official and Security Cooperation Officer for Colombia, and representatives from US Southern Command (USSOUTHCOM), the Defense Security Cooperation Agency (DSCA), Ministry of Defense Advisors (MODA), the Defense Institute of International Legal Studies (DIILS), the Walter J. Perry Center for Hemispheric Studies, and the South Carolina National Guard (Colombia’s State Partner).
The workshop took a multi-stakeholder approach to increase integration of DOD ICB initiatives in Colombia that: 1) complement the emphasis on Institutional Capacity Building (ICB) and Assessment, Monitoring, and Evaluation (AM&E) in response to the National Defense Authorization Act 2017 (NDAA), which outlined significant security cooperation reform efforts; 2) identify a unifying ICB vision and policy priorities for security cooperation planning; and 3) strengthen the U.S. position on ICB for upcoming bilateral security cooperation mechanisms (Bilateral Working Group, Staff Talks, etc.).
