Call for Proposals for FY17-18 Funding

The Project on Advanced Systems and Concepts for Countering Weapons of Mass Destruction (PASCC) is now accepting project submissions in response to its Broad Agency Announcement (BAA). 

PASCC will select a number of proposals for research and dialogues for FY17-18 funding. We are particularly interested in proposals for research on the following topics:

  • Proliferation of WMD/WME (defined to include nuclear, chemical, and biological weapons, as well as other high-casualty or high-disruption weapons that might have “strategic” effects) 
  • Future technologies of mass effect
  • WMD/WME employment methodologies and delivery systems
  • Management, prevention, and response mechanisms/regimes
  • Multi-domain threats to strategic stability 

Please note that PASCC does not fund training or studies aimed at the development of new technologies. Issues related to conventional forms of terrorism and topics whose primary focus is on cyber security are also outside of its purview.

Detailed instructions for submitting white papers are included in the two BAAs available at grants.gov [Funding Opportunity #USAFA-PASCC-BAA-2016 and USAFA-PASCC-BAA-2016-CALL-0001]. We encourage you to review both parts carefully. 

Beginning in FY17, PASCC will be administered by the Institute for National Security Studies at the U.S. Air Force Academy. All questions and white paper submissions should be directed to INSS at 10CONS.PASCC@us.af.mil.

Founded in May 2011, PASCC is supported by the Defense Threat Reduction Agency (DTRA). One of PASCC’s primary objectives is to broaden the reach of its sponsored research; to that end, it supports research by—and disseminates findings to—multiple communities of interest. PASCC is located at the Naval Postgraduate School's Department of National Security Affairs and is sponsored by the Defense Threat Reduction Agency's Joint Directorate of Strategy, Plans and Resources. 

You can explore projects PASCC funded in previous years through the links to the right. Information on 2016 project awards (totaling approximately $4M) will be posted after those awards are finalized.
