NPS Grad Earns NAM for Digging Up the Dirt on China's Dredging

By Javier Chagoya

Lt. Grant Cassingham had already completed his studies at NPS when the university's Littoral Operations Center (LOC) approached him with a compelling project. Cassingham, an Information Warfare officer, completed his Master of Arts in National Security Affairs with a focus on Southeast Asia this past December. And while awaiting to transfer to his follow-on orders, the quick-turn project, sponsored by Commander, Seventh Fleet, came up and Cassingham couldn't resist.

Under the direction of LOC Director retired Navy Capt. Wayne Porter, Cassingham single-handedly researched, compiled and vetted a list of more than 260 vessels and 60 ownership companies associated with China's dredging operations in the South China Sea.

"His character is outstanding," noted Porter, who was impressed with Cassingham's dedication to the project in spite of just welcoming a new baby to the family. "He's a great reflection on the U.S. Navy and the Information Warfare Community," said Porter.

Porter was highly impressed with the hard work and speedy delivery of Cassingham's report, coining him a "rising star" with a bright future ahead of him.

And Porter wasn't the only one taking notice. As luck would have it, Cassingham had an opportunity to share another of his efforts with Commander, Naval Surface Forces Vice Adm. Thomas Rowden, who agreed with Porter's assessment of the recent grad. Cassingham briefed Rowden on an initial architecture for the Maritime Dark Networks Research project he worked on during his time as a student, in partnership with the LOC and NPS' Common Operating Research Environment (CORE) Laboratory.
