Leave Processing 

1. Read Section 123 “Leave and Liberty” in the NPS Student Handbook.

2. If traveling OCONUS, visit the Security Manager’s website to view all international travel requirements and instructions for reporting intended international travel.  In addition, complete all ATFP, security and country clearance requirements prior to submitting a leave request.  Any leave request without completion of all requirements will be recycled back to the member.

3.  Complete all the appropriate blocks on Army Leave Form, DA-31.   Have your Program Officer sign in Block 12.   If missing classes, all instructors must approve.  Instructor approval of missed classes should sent via email and fowarded to the Program Officer. In the comments block on the DA-31 annotate one of the following:

  • If NOT missing classes:  “I will not miss any classes and my Program Officer approves”
  • If missing classes:  “Program Officer and Professors/Instructors have approved missing class for leave” 

4. After Program Officer has signed, scan and send your DA-31 directly to Ft. Jackson.

5. Once leave approval is received, submit a Request to Miss Muster (password required).  Include the Leave Authorization Number in the Missed Muster Request. An automatically generated email is sent once the request is approved.  If you do not receive an email within 3 days of submitting your request, please contact Student Services.

You are not authorized to miss class for ordinary leave or pass. Special exceptions must be coordinated w/ instructors, POs and AFELM CC. No Pass or Ordinary Leave will be approved if IMR is not up-to-date.

Pass:

You are authorized a pass during weekends within the United States if you don't have "use or lose" leave (or will have "use or lose" at the end of the FY). There is no mileage limitation but encourage you to use good ORM and not drive more than 8 hours a day. You must submit your general itinerary, lodging plan and contact info via e-mail and get AFELM CC’s acknowledgement of receipt prior to departure. Also include if you’re going to participate in any high-risk activities or wander “off the grid” (where cell coverage or internet is not reliable). If you do not return in time for duty while on a pass, the entire period you were away from the local area will be charged as leave.

I do not have use-or-lose. I will not participate in any HRA. I plan to stay in cellular coverage.

Leave:

Leave is required for leaving local area during “duty days” (i.e. Monday-Thursday) and international travel. If traveling internationally, you shall go to Security Manager’s office in the basement of Glasgow and report your intended travel itinerary. In addition, you will comply with all requirements outlined in the Foreign Clearance Guide (https://www.fcg.pentagon.mil/) for your destination(s). Requirements must be complete before leave is approved. Submit leave via Leaveweb (See Note below) and annotate "Will not miss any classes" in remarks section.  

Miss Muster Request:

Once your pass or leave has been approved, submit a Request to Miss Muster (password required).  Include your Leave Authorization Number in your Request to Miss Muster.  You will receive an automatically generated email when Miss Muster Request is approved. If you do not receive an email within 3 days of submitting your request, contact Student Services.  

NOTE: Commander, NPS AFELM is the leave approval authority for Air Force Students at Naval Postgraduate School. Update your approval chain (AETC -> Goodfellow -> HC -> DET ME02 AFIT) in Leaveweb accordingly to avoid approval delays.  

USMC leave procdures are detailed in the below document.  All NPS Marine students are to adhere to this guidance when requesting leave, liberty, or PTAD. 

NPS USMC Leave/Liberty Guidance

1. Read Section 123 “Leave and Liberty” in the NPS Student Handbook.

2. If traveling OCONUS, visit the Security Manager’s website to view all international travel requirements and instructions for reporting intended international travel.  In addition, complete all ATFP, security and country clearance requirements prior to submitting a leave request.  Any leave request without completion of all requirements will be recycled back to the member.

3. Go to NSIPS online portal using your CAC and submit a leave request. 

4. Complete all the appropriate blocks.   Program Officer’s name should be listed automatically in NSIPS as the Recommender.  If the Program Officer is NOT automatically listed, contact Student Services for corrective action.  If missing classes, all instructors must approve.  Instructor approval of missed classes should be done via email and fowarded to the Program Officer.  In the comments block annotate one of the following:

  • If NOT missing classes:  “I will not miss any classes and my Program Officer approves”
  • If missing classes:  “Program Officer and Professors/Instructors have approved missing class for leave” 

5. Once the leave is reccomended by the Program Officer in NSIPS, it is automatically routed to the Student Service Office.

Once leave approval is received, submit a Request to Miss Muster (password required).  Include the Leave Authorization Number in the Missed Muster Request. An automatically generated email is sent once the request is approved.  If you do not receive an email within 3 days of submitting your request, please contact Student Services.

2. If traveling out of the United States you shall have your country’s embassy authorization (in English and stating the dates of travel and intended destination) printed and attached to your leave request form prior to routing your leave request.

3. If you are missing classes, you shall gain permission from your instructors.  In order to have leave approved in timely manner, permission must be granted from the Program Officer and all professors/instructors of classes that are to be missed.  

4. Country Senior Officer and Program Officer recommendation are required on all leave requests.

5. Click on Leave Form to open and print.  Fill out all applicable blocks and route through professors (if applicable), Country Senior Officer, and Program Officer.  

6. Submit your leave form to the International Graduate Programs Office for their review and approval.

7. Once you have received your approved leave, submit a Request to Miss Muster (password required).  Once your Request to Miss Muster has been approved, you will receive an automatically generated email.  If you do not receive an email within 3 days of submitting your request (with approved Leave), please contact Student Services.
