Labor-Management Relations programs in the Department of the Navy must support and enhance the mission. Strong, positive labor-management relationships help to create and maintain high performance workplaces by fostering an environment conducive to the pursuit of solutions that promote increased quality and productivity, customer service, mission accomplishment, efficiency, quality of work life, and mission readiness. Community development and sustainment, effective situational conflict management and mission and workplace compatibility remain key program imperatives.
The Federal Service Labor-Management Relations Statute, 5 U.S.C. 7101-7135, prescribes the rights and obligations of employees, bargaining units, and agencies under the Labor-Management Relations Program.
